Present Perfect or Simple Past?

Which tense is more natural to use (simple past or present perfect) considering below questions and context?

a) Who drank all coffee in the pot this morning?

b) Who has drunk all coffee in the pot this morning?

Consuming coffee is one time action in this context however can present perfect tense still be used when it is morning time?

If there was some coffee left in the pot instead of consuming all, would this have effect on the tense that needs to be used? Can you explain? Thanks!
