The percentage of burn victims have increased/ have been increasing throughout the years.

In my opinion, "has been increasing" goes better with "throughout." "Throughout" implies that the process is continuous.

I'll admit that some native speakers say "It increased throughout the year," but I wouldn't call it technically correct.

I suppose you could define "to increase" in such a way that it would be acceptable.
