Present perfect or past simple

"The problem has been ignored until very recently". Is it possible to say "the problem was ignored until very recently?" Why is the present perfect used? To me until very recently is past time, even though a short while ago (the problem is no longer ignored). Is this one of those vague time expressions, where present perfect is possible?

Since there is no context, how can we know which to use? "It's shameful this problem has been ignored for so long. " There is a reference to the effects of the problem over a period of time, right up to NOW.
