Present perfect or past simple

Does using "has"is correct ? Won't " Using "did" sound correct ? Or maybe using present perfect means that he is still lashing ? Thanks a lot for your comments! "You might think of him that way, as somebody who felt cornered by the American actions, who felt betrayed by some of the American actions, and lashed out in the way that he has. "

Both are correct, but I prefer the Simple Past version because of the heavy use of past tense earlier in the sentence. The focus is on the past.
