Hello teacher

Despite only having formed last year they have already toured Europe with The Pains Of Being Pure Of Heart and did a session with Stuart Moxham of Young Marble Giants (the first band to do so in his new studio),

could you explain me two things
first one why it is not" despite only forming last year"
second things
what means" They have already toured ", it means at the time of writing the tour was not finished , because if the tour was finished we should have used past simple: they toured and did a session both are in the past
