Present perfect or past simple

When -------------- (you /see) him for the last time ?

Many people argue that the expression " last time " is very specific and past simple should be used.

while others say it is to be used with present perfect.

Please help.

I would use "Whe did you see him for the last time". In fact, even if you omitted the "for the last time" part completely, I'd still use the simple past because of the when . When did you see him?

when an adverb of frequent is used with tense other then simple present it indicates that the speaker want to emphasize the sentence..

e.g.

“In those years we always did well against them in one-on-one games.”

the sentence above indicates that the speaker want to emphasize that "we" did do well every time we against them in the games.

'Last time' is located at a past point in time; that is why we normally use a past tense.

Not necessarily. It normally simply shows the degree of frequency: always, often, sometimes, rarely, never, etc
