Present perfect continuous tense question

To use a present perfect continuous tense, does the sentence need to provide detail on when the action started, or is it OK to just say the sentence in this tense? For example, would it be OK to say

She's been thinking of moving abroad.

or is it necessary to specify when she started thinking about it, like this for example:

She's been thinking of moving abroad for years.
