Present Perfect Continuous In The Negative

Hello, I am an ESL learner. Upon studying 'Present Perfect Continuous' section I stumbled on a sentence which I am not sure if I catch the meaning correctly.

“They haven’t been living in Spain for very long.”

To my understanding this sentence could mean :

- They just moved to Spain

or

- They left Spain for a very long time

I would be very appreciated if you could clear up my understanding. Thank you very much.
