Present perfect continous?

For the last 3 weeks I've been doing a lot of exercise and I've been going swimming every day.

The tense was used because they were recent actions.

Is it possible to use the past simple or the past continous instead?

it depends, if you are doing the action still now its not possible to use the past simple or past continuous

No. The phrase "for the last three weeks" spoils your chance to do that because it's about time that continues up to the present moment. If you change that, you have a better chance of constructing a sentence with the simple past:
