Is it ok to use the present perfect with time and date such as the following example:

Your payment has been received at 2 pm on Monday or 2/2/2015.

There are quite a few occasions when it's possible to use either form, but when you have located the action in the past with a specific time reference, then it's past tense every time - in writing.

That was what I thought. I got confused because I purchased something from a website and they used the present perfect witha specific date, the sentence I wrote above.
