Present Perfect?

Hello?

Is it true that if we don't say when the action happened in the past but say where, we must use the past simple?

For example:
I met Bill in the street.

It depends on the full context. You can, for example, say " I have met Bill several times in the street". "I met Bill in London" would probably be said in reference to one past-time meeting.
