Shall I say

As I have told you before , save me one of this book.
As I told you before , save me one of this book.
I think first one is better.

another question

We walked to bookshop in New York. He had not been lying , this store was really fabulous.
Why did the author choose the progressive form?, will it be possible to write:
He had not lied
