Present Perfect

In a period of time when women typically have had/had a narrow range of choices, Mary Baker Eddy became a distinguished writer and the founder, architect, and builder of a growing church.

Which one is correct Simple Past or Past Perfect in above sentence?Please explain why is it so?

but ,I guess In a period of time can very well extend to present ? so why not present perfect
