Present perfect

Could you tell me how the present perfect in the following sentence function?



-MBLAQ has finally released the MV for their comeback title track Y!.



Or does "MBLAQ finally released the MV for their comeback title track Y!." sound strange?

Both are grammatically correct. The present perfect is quite often used in news items to indicate recent developments.

This might be a difficult and fundamental question. Why does the present perfect have the function to indicate recent developments unlike simple past?
