If the contexts are general observations:

"Some customers don't pay for the food they order(ed)"
"Tenants must pay for any property damage they cause(ed)"

As this is a general observation, I think that 'order', 'ordered' and 'have prdered' are all possible.

This is an obligation. I feel that 'order' is far more likely here.
