Sometimes present participle function as adjectives sometimes as nouns....so what's the role of participle in the following phrases??

Urban:having to with city or towns

Bigamy : having two wives or husbands at the same time

'having 'function as adjective or gerund ???is it possible to say because 'urban' is adjective 'having to' is adjective too and 'having' is gerund because of noun????
