Present or past tense

Hi all,

Which one is correct and why?

1. The ABC book is designed for children.

2. The ABC book was designed for children.

3. John designed the ABC book for children.

4. John designs the ABC book for children.

Assuming the ABC book is now available at various bookstores.

In #1, 'designed' is an adjective, in #2 it is part of the past passive, and in #3 it is the past active-- all appropriate manifestations of the idea being presented. #4 is present active, which no longer holds true: the book has been finished; availability has nothing to do with it.
