Present or future tense

Hello all.
These two lines are from one of Jesse Jackson speech.

Exercise above all else, even on drugs, dream of the day you are drug free.
Even in the gutter, dream of the day that you will be up on your feet again.

As you can see he used present tense in the first sentence. Then he used future tense. I don't see any difference between them in terms of sentence structure. The only difference is 'that'. but I think 'that' is in the first sentence as well. It's just omitted. So what influenced the tense here? I'm really curious.

The verb form here is the speaker's choice, and it merely reflects his mindset at the moment of speaking. In the first, Mr Jackson is envisioning that future drug-free moment from that future time, and in the 2nd, he is envisioning it from the present moment.
