Present Continuous vs Present Simple

Somebody decided to go to university some time ago and moved to another city. I am meeting someone at the moment and what should I ask: where do you live in Cracow? Or where are you living? Let's say studies lasts five years and as a matter of fact this person has been living here for 5 years.

Thanks for help.

You can say either. In a personal conversation, the length of time is not important. Continuous aspect gives a nuance of increased interest on the speaker's part.
