present continuous and present simple

Hi all,

I have a question about the difference between present continuous and present simple in these two sentences.

a. Jack always arrives late
b. Jack's always arriving late

What's the difference? In what situation am I allowed to use each? Thanks a lot.

With the use of "always", only A is grammatical.
" Is arriving" can be used in context with present -future connotation, i.e.
His flight is arriving a little late due to weather related problem.
