Present continuous

Shouldn't present continuous be used here? Since it might be temporal and its rank might change in future?

Italy ranks . . . . . . . . . . . Simple Present to state a simple fact about the present.

Italy is being ranked . . . Present Continuous makes it sound like the ranking process is happening right now. eg Maybe it started yesterday and will end tomorrow. This is clearly not the intended meaning.
