With the first example, we cannot say for sure which action was longest. We only know that you and your brother were doing different activities at the same time.

With the second example, we can see that the surfing began before, and was still happening, when the electricity supply cut off, i.e. there was a pause in the supply of electricity which forced the speaker to stop surfing.
