I have to choose the correct alternative.
In 1911 the small, peaceful village of Hollywood (1) has voted / voted to become part of Los Angeles, because it (2) had / was having problems with its water supply. I have some questions though. For No.6, why does it have to be 'stands' and not 'is standing'. My argument is that since that Hollywood sign has been there for a long time and still it is there, it is better to use 'stands'. What is your explanation? Help.
