Present and Past Tense in a Sentence

Hi,

Is the sentence grammatically correct?

"There IS a one dollar coin on the ground, i TOOK out my wallet to check if it's mine."

I can't imagine a situation where this combination of tenses would make sense. The sentence is also incorrectly punctuated (comma splice), and the word "I" should be capitalised.
