Present and past subjunctive

I have found in some books, that the form of the present subjonctive is past tense but in other books I have found that the form is that of the short infinitive.

I have encountered the same problem with past subjonctive. I don't understand weather it's form is that of past simple or past perfect.

Can you help me understand?
