Present and past perfect

Hello, could someone please explain the use of past perfect and present perfect in the next to last sentence. Which action is the earliest? First he has been so good and the the opposition had become , but it doesn't make sense as past perfect should have been used this way - firstly he had been so good and the opposition has become ? Ever since Navalny has been so good at shining like a white knight fighting "the bloodsuckers" - the opposition had become the Navalny movement.

However, building proper opposition institutions failed.
