In what sense is present used? I looked up the dictionary but still I'm not sure.

Talking about a seminar(a class on a particular subject) sounds weird..

The full sentence is "Opportunities are provided for delegates to present seminars covering their own areas of interest and research.

Right, the thing you talk "about" is the subject of the seminar, not the seminar itself.
