Presence of that

This sentences have taken from CAMBRIDGE
IELTS
4.

"The first students to study alternative medicine
at university level in Australia began their four-
year, full-time course at the University of
Technology, Sydney, in early 1994. Their course
covered, among other therapies, acupuncture.
The theory they learnt is based on the traditional
Chinese explanation of this ancient healing art:
that it can regulate the flow of 'Qi' or energy
through pathways in the body."

Please notice that, 'that it can regulate the
flow ..... . Here " it can regulate the flow ...... "
make a complete sense. So why 'that' is
necessary before 'it'? I want to know to which
'that' is indicating?

"that" goes with "explanation" ("explanation that ..."), but in this case the "that" part is shunted off after the colon.
