Prescriptive vs. descriptive

Is prescriptive grammar ultra-strict?

Is descriptive grammar a tad bit looser; e.g., He acted as if he owned the place (prescriptive); He acted like he owned the place (descriptive). Prescriptive grammar is more casual, idiomatic, colloquial.

In a nutshell, does this sum it up?
