prescriptive rights

existing fence originally erected over 4o years ago on party A's property. New recent survey places fence 10 inches off survey line and into party B';s property. Present property owner A desires to remove fence and relocate towithin inches of new survey line. Can party B stop party A from utilizing party B's property to make this fence rework possible?
Existing shrubbery on party A's property is 30 feet tall and all work must be accomplished by working in/on property B's property. ??can we forbid party A from utilizing property B's property to accomplish the work?
