Prepositions of Place

Why we use <to> instead of <in> when we talking about travel and where we`ve been ? But when we talking about live we use <in>...
for example:

He has been to Stockholm.
He lived in Stockholm.

HAVE + been +to is best regarded as idiomatic. It suggests that the subject of the verb has at some time in the past, gone to a place, been in that place, and then left it. S/he did not necessarily live there.
