Prepositions / Capitalization in Titles

I have two titles that I am wondering about. I need to put them in a specifc format in which the prepositions are lowercased, essentially title case). A co-worker told me that they should be in the format below, but I disagree.


  • Not whether, but How to Civilize

  • No College Student Left behind


  • Could you please tell me which words in these titles are prepositions (and should be lowercased)?
