Prepositions at the end of a sentence..

Dear all.

In practice we come up with different sentence in which the preposition comes at the end of a sentence. Can you please explain such type of structures?

1. Skills inventories can identify skills gaps for employees and allow employers to budget for.

If we write the above sentence as follows, what would be wrong in the meaning-

2. Skills inventories can identify skills gaps for employees and allow employers to budget.
