Prepositions

I worded this question incredibly poorly yesterday so apologies for that. But I read that "It" and "That" can serve the same function in a sentence and I was wondering if "Is" and "As" can also do the same thing?

No, because "as" is not a verb, and it's never used as a verb. The similarity, if there truly is one, is illustrated thus:
