Prepositions?

Hi teachers,

Our teacher asked a preposition question today. I think it was very hard question.

A Japanese stem cell scientist _______ the heart of a scandal ______ false claims and fabricated research has resigned.

A) in / with
B) at / over

My option was A. But teacher said it wasn't correct and he didn't explain why it was incorrect. Prepositions are very difficult subject for me. I need an explanation here.

Yes it was.
"at the heart of" = an idiom meaning "central to". The scientist was the primary culprit.
"over" = concerning, about
