Question

can someone give me the relations for these prepositions 'with'  , and 'about' how do i know when i have to use these two prepositions? whats are their relationships?

Your question is far too general. Both prepositions have a multitude of uses, and I see no particular relationship between them.

WITH

ok thanks! but how would i know when i have to use these prepositions when writing a sentence like certain prepositions ask where when how  etc... but prepositions like "about" and "with" dont ask where when how .

Preposition do not 'ask' anything at all, but they can certain tell 'where, when, how':

I saw him with Emily.
I saw him about 6 pm.
I saw him with my telescope.
I saw him about town.
etc.
