Preposition+interrogative clause

Hi, please help me.

"A Thai relative whose nephew was abducted by the North said the family has suffered, not knowing to whom they could turn for help."

I guess "to whom they could turn for help" is the object. Is it possible to place "to" between "turn" and "for"?: "...not knowing whom/who they could turn to for help."
