Prepositional verbs or phrase?

I'm confsued with the difference between prepositional verbs and prep. phrases acting as adverbs (modyinf "where" specifically)

"I looked at the magazine"

"to look at" is a prep. verb. However, "at the magazine" sounds as if it's an adverb phrase, answering "where did he look"

Can someone clear this up for me?

"I waved at her"

Same problem here, this sounds as if it can go both ways.

What did you look at? Answer: the magazine. Magazine is the direct object of the phrasal verb "look at"
Compare with this sentence:

2) I looked up at my father.
What did you look at? (the direct object)

Does this sentence contain an adverb?
