Prepositional verb vs phrasal verb

Hello teachers!

I have a homework that is making a list of examples of prepositional verbs and phrasal verbs each.

Though still I'm working on it, I'm not pretty sure whether each sentences are in where they should be.

Please help me with this!

Tell me if sentences are not prepositional / phrasal verbs.

Prepositional

1. He stared at the key, this thing he had brought with him from his old life.

2. The IRO council also works closely with the government.
