Prepositional phrases as an object complement?

1) Keep it safe
2) Keep it in the safe.

I know that in the #1, safe functions as an adjective and an object complement of it and then I was wondering if in the #2, in the safe can function as a prepositional phrase and an object complement of it or it should be a prepositional phrase (adverbial phrase) and modifies the verb keep like 'in the house' does in 'I live in the house'?

Or I think whether it is an complement object or it modifies verbs as a adverbial phrase, there is no meaning difference, so it is meaningless to distinguish between them?

What do you native English speakers think? And I hope that my question is clear.
