Prepositional Phrases?

Hi, I was just wondering about one question on my English homework here. There is a sentence:
A large quantity of food is available at the school next to the city hall.

I know that the prepositional phrases are {at the school} and {next to the city hall}, but it asks which word each modifies, and I have no clue whatsoever. Please help!!!

"in the green sweater" obviously describes "the girl".
