Prepositional phrase question

Let me preface my question with this statement: grammar confuses me!

Can a subordinate clause also be a prepositional phrase.

Please consider the following: from whom I begged forgiveness.

From is a preposition, but I have gathered that verbs do not exist within a prepositional phrase. In this case, is a verb the distinguishing factor between a prepositional phrase and a subordinate clause? Is this assumption correct?
