Prepositional phrase after adjective (complement or post-modifier)

Hi there teachers,

Would you please tell me how to know whether a prepositional phrase is functioning as complement or post-modifier in an adjective phrase?

For example, in the sentence "That car is economical for its size", is the prepositional phrase for its size functioning

as a complement or a post-modifier? What would you call the prepositional phrase, here?

Does the fact that the preposition phrase is positionally mobile give you a clue?:

For its size, that car is economical.

That car, for its size, is economical.
