Prepositional Phrase

Alaska regularly deposits some of its profits from the sale of oil into a special fund, with the intention to sustain the state's economy after the exhaustion of its oil reserves.

Oh...nowhere... I was jus thinking whether after the exhaustion of its oil reserves should be in passive.. coz in given sentence I don't think its clear who exhausts oil reserves.
