Guys, Above sentences are from Kaplan...Do you think the first sentence is logical? I think to the purchasing of more than 2000 books and 50 computers. is a prepositional phrase (coz to is immediately followed by noun) and modifies tax initiative...thus this sounds as if the tax initiative intends to purchase the book.. For example: Consider a sentence below:
He read the book on the table -->on the table modifies book

Thanks CJ. However, Should not the sentence show the intention behind allocating fund.. If so don't we need to use infinitive verbs..Or is it an idiom? How about allocated [ certain money ] to [ purchase computers ]
