Preposition used before an E-mail address

Hello, I'd like to know which preposition should be used before an E-mail address in phrases like "write, send, etc. AT?TO XXX@XXX", is there any difference between 'AT' and 'TO' here, does it depend on the verb? Thank you in advance.

For example:

OR:

Please send the information TO the Committee TO?AT ***@***


I wonder if there is any general rule on how to use prepositions with E-mail addresses and what I should take into account when trying to choose the proper one.

If only an address is specified, say to ***@yyyyyyy

If both a person and an address is specified,
say eg to Tom at x
