Preposition usage

Hello,

It was a cold Monday morning when I decided to give her a call.

It was on a cold Monday morning that I decided to giver her a call.

When we use 'on' we use 'that', but without 'on' it is 'when'. Is this right?

Yes. That works. 'on' with 'when' wouldn't be awful, but I think 'that' is better.
