Preposition Usage

Hello All,
What is the difference between "provide" and "provide with". Are there instances when using one or the other would be wrong? Please give examples.

I would like to know if on any occasion, both would fit?

And also, what should be used in the following example :

"Here are the questions. Please provide/provide with me the answers?"

Since your sentence is in a direct speech, provide would be correct to use here.

Here are the questions. Please provide me the answers.

In indirect speech, provide with is used instead.

So, is there a general rule, as to when to use "with"?

Does it depend on the object always, in this case, "answers"? Or, in sentences like in this case, should "with" always be used?

This should work as a general rule:

Indicative or command, when the recipient comes first, use "with." I will provide YOU with the needed equipment. Provide him with all that he needs.

Indicative, when what is being provided comes first, no "with." I will provide the tools to you.

Passive, when the recipient is the subject, use "with." They were provided with...
