Last night when I arrived to a party, I realised that I had forgotten to lock the gate. So, I called a neighbour of mine to go and lock it for me.

In was not a part of this thread, CB-- the question was 'to or at'. However, to help your understanding, I will rephrase my answer: "Never 'arrived to' except 'arrived to' + verb".
