Preposition 'On'

The choice of the preposition 'on' seems weird in this:

"Each topic page collects all the news, reference and archival information, photos, graphics, audio and video files published on topics ranging from A M Castle & Company to Zyuganov, Gennadi A. This treasure trove is available without charge on articles going back to 1981."

Could the "on" in "this treasure trove is available without charge on articles" be wrong?

It's normal to say "charge on". There is a charge on these items. There is an extra charge on this product.

I was thinking of "a treasure trove of articles".

An of-phrase wouldn't be so far away from the noun it modifies. Too many words between 'trove' and 'articles'. Nobody would think that they go together. It's much easier to see that the combination is "charge on", not "trove on".

Should I take "a treasure trove" to mean "a service", not a "collection of data"?

I don't think so. Why would you want to? It seems like a collection of some sort from the context you provided.

So, it should be read as:

"This treasure trove is available, without charge on articles going back to 1981."

No. A pause is not necessary where you put the comma, if that's what you mean. (The "of articles" thing you're thinking about is assumed.)

This treasure trove (of articles) is available without charge on articles going back to 1981.
